Regulation-compatible token

I need a token for my video-on-demand-platform. The platform is in progress and will be online at the end of this year. Our users should be able to buy tokens from us and then be able to buy videos on our platform without transaction costs. People can buy videos from other users and can sell the tokens back to us if they like.
Is it possible to create such a Loyalty Token? Who would be a good contact?
Which license do I need (Europe/Germany)? Is it better to work with regulated exchanges so that I don't need a license?
